,. o APPENDIX A NOTICE OF VIOLATION Louisiana Power and Light Company Docket: 50-382/87-06 Waterford Steam Electric Station, Unit 3 License: NPF-38 During an NRC inspection conducted on March 23-27, 1987, a violation of NRC requirements was identified. The violation involved the failure to properly store and protect quality assurance records generated during the shipment of radioactive wastes. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below: '

Failure to Properly Store and Protect Quality Assurance Records Technical Specification 6.8.1 states, " Written procedures shall be established, implemented, and maintained covering the activities referenced below:

a. The applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978 . . . ."

Specific record storage requirements are contained in the licensee's Nuclear Operations Management Manual and Nuclear Operations Procedure (N0P)-003, " Records Management System," which requires interim storage of completed records to be in lockage, 1-hour rated, fireproof file cabinets, or access be controlled when the records are not in locked cabinets.

Contrary to the above, the NRC inspector determined on March 23, 1987, that the original completed lifetime QA records generated while performing radioactive waste shipments for 1986 and 1987 were stored in an unlocked standard file cabinet in the Radwaste Supervisor's office in the reactor auxiliary building and had not been transmitted to plant records management and project files for final retention.

This is a Severity Level V violation. (Supplement I)(382/8706-01)

Pursuant to the provisions of 10 CFR 2.201, Louisiana Power & Light Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply, including for each violation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
