NRC REQUEST Within 180 days of the date of this bulletin, submit a written report to the NRC that: (1) reports the results of item a, and (2) contains the program to accomplish items b through d of the bulletin, including a schedule for completion of these items.

ITEM a Review and document the design basis for the operation of each valve. This documentation should include the maximum differential pressure expected valve for ' oth normal and abnormal during both opening and,closmg the u

events to the extent that'these valve operations and events are included in the existing, approved design basis, (i.e., the design basis documented in pertinent licensee subinittals such as FSAR analyses and fully-approved operating and einergency procedures, etc.). When determining the maximum differential pressure, those single equipment failures and inadvertent equipment operations (such as inadvertent valve closures or openings) that are within the plant design basis should be assumed.

This is a partial response to NRC Request (1). Tne results are presented below.

The valves listed were selected as a result of a telephone conversation held with Mr. R. J. Kiessel of your staff on Decem er 11,1955. Of the systems identified in the bulletin, only our High Pressure Safety Injection (HPSI) System motor-operated valves (MOVs) are subject to the concerns express therein.

A multi-discipline task force was formed to manage the program specified in IEB 85-03. This task force developed the following plan and schedule to accomplish each action item.

Calculate maximum dif ferential pressure for each valve.

Obtain latest calculational procedure for 06/01/86 determining required thrust / torque. Acquire all necessary valve information to carry out calculations. Calculate thrust and torque estimates for each MOV.

Obtain recommended torque and torque bypass 07/15/86 switch settings from valve vendor based on calculations of torque.

Review applicable valve data sheets using 08/15/86 c.

Develop Engineering Test Procedures (ETPs) 10/01/86 for testing valve at maximum differential pressure and for resetting switches (if required).

Test Unit i HPSI MOVs in accordance with 12/01/86 bulletin and reset switches if required.

Test Unit 2 HPSI MOVs in accordance with 06/01/87 bulletin and reset switches il required.

d.

Review and revise functional test and 07/01/87 maintenance procedures to ensure that correct switch settings are determined and maintained.

Utilize appropriate industry recommendations.
