ED0 PRINCIPAL CORRESPONDENCE CONTROL:
002478 Enclosed, as requested, is a draft letter to the State of Georgia responding to their letter voicing their concern that the NRC/ State contract for joint environmental monitoring would be discontinued. The Office of Inspection and-Enforcement (OIE) Headquarters concurred with the enclosed draft.
The State was apparently reacting to an inquiry of them by the Region II staff in an effort to obtain the information requested in the memo to R. J. Maley, Region II from J. L. Blaha, DIE, "FY 1987 Program Support Funds Distribution,"
dated December 22, 1986.
That memo requested information on the impact of phasing out the State contract program if a 50 percent reduction were imposed in FY 1987 with a total elimination in FY 1988.
In general, the states were surprised that this was being considered, and sorae were upset.

NRC/ STATE ENVIRONMENTAL MONITORING CONTRACTS This is in response to your letter of January 14, 1987, to me concerning the possibility of the NRC discontinuing funding for the contractural arrangement whereby the State of Georgia provides certain environmental monitoring quality assurance efforts at selected nuclear power generating facilities.
We agree with your general assessment that there have been substantial benefits from our working together cooperatively in this regard.
It is certainly our desire to maintain this type of working relationship in the future.
As you are aware, we, like other governmental agencies, must review periodically our contractural arrangements as part of our budgetary cycle.
This was done, and it was decided that these programs would remain fully funded for this fiscal year (1987). At a later date, there will be a similar review in conjunction with the budget cycle for next fiscal year (1988).
No decisions have been made to reduce these programs.
I appreciate ~your letter to me and your interest in this matter. Your comments will be included in any consideration to make budgetary changes in this area.
