REQUEST FOR PUBLICATION.IN MONTHLY FR NOTICE - NOTICE OF CONSIDERATION OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE AND PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION AND OPPORTUNITY FOR A HEARING Public Service Co. of Colorado, Docket No. 50-267, Fort St. Vrain Nuclear Generating Station, Platteville, Colorado Date of amendment request: June 10, 1985 Description of amendment request:
The proposed changes to the Administrative Controls Technical Specifications reflect recent organizational changes within the Public Service Company of Colorado.
The proposed changes involve further revision of a position title which was proposed in the January 14, 1985 application which was noticed on February 27, 1985 (50FR8004) and pro-pose an additional requirement for a Fuel Surveillance Program.
Basis for proposed no significant hazards consideration determination:
The Commission has provided guidance concerning the application of these standards by providing certain examples (48 FR 14870). The examples of actions that are considered not likely to involve significant hazards considerations include a purely administrative change to Technical Specifications (TS):
for example, a change to achieve consistency throughout the TS, correction of an error, or a change in nomenclature; 8507120479 850628

and changes that constitute an additional limitation, restriction or I
control not presently included in the TS.
Based on an initial review of the application, the staff considers the proposed changes to be administrative changes and additional limitations of the types referred

to above. Therefore, we propose to determine that this is an action which would involve no significant hazards considerations.
