SUBJECT:

TECHNICAL GUIDANCE ON AVLIS OAK RIDGE NATIONAL LABORATORY CONTRACT (JOB CODE J5277)

Dear Dr. Parks:

In accordance with recent Nuclear Regulatory Commission (NRC) management decisions, please discontinue further effort on Tasks 1,3, and 4 of Contract J5277, "AVLIS: Assessment of Criticality Code Validation Studies." The Scope of Task 2, " General Assessment of Validation Methodology" shall be reduced to limit work to documenting the review completed to date of the AVLIS Validation Report and any other reviewed correspondence, and providing technical comments on a draft Safety Evaluation Report (SER), which shall be prepared by NRC staff. The anticipated work products are: (1) a concise discussion of the review and analysis of the issues identified during the review for input to an SER, and (2) comments on a draft NRC SER. The scope of Task 5, " Project Management and Closeout Consultations,"

shall be reduced to those activities required to produce the deliverables under Task 2. Oak Ridge National Laboratory shall provide a general review strategy for Task 2 deliverables to the NRC before commencing work, including areas and topics to be covered.

Please acknowledge that you understand the technical direction discussed on the telephone on Friday, July 9,1999, and the information herein along with your submission of a revised cost proposal for completion of the contract work. The end date for contract deliverables will be September 15,1999 Please contact me at (301)-415-7733 if you have any further questions.
