PROPOSED IMPOSITION OF CIVIL PENALTIES - $25,000

This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of Twenty Five Thousand Dollars

($25,000) will be issued on or about September 9,1986 to Union Electric Company.

This action is based on two violations of NRC requirements identified by the licensee at its Callaway Plant. The first violation occurred on April 12, 1986 when both trains of the Intermediate Head Safety Injection system were inoperable for six hours and eight minutes while the Unit was in Hot Standby (Mode 3).

-The system became inoperable when licensee personnel improperly closed the safety injection cold leg isolation valve during a surveillance test. The second occurred when the plant operated for approximately 11 hours1.273148e-4 days <br />0.00306 hours <br />1.818783e-5 weeks <br />4.1855e-6 months <br /> in Mode 2 without the automatic start capability of the Auxiliary Feedwater Pumps after the trip of all Main Feedwater Pumps.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice September 9, 1986 Telephone Notification of Licensee September 9,1986 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Missouri will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
