Dear Mr. Keppler:
This letter is in response to the inspection conducted by Ms. P.
Eng and Mr. P. R. Wohld on May 9, 13-14, 20-22, 1985, of activities at LaSalle County Station. Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements. The Commonwealth Edison Company's response to the tbtice of Violation is provided in the attachment.

ATTACHENT RESPONSE TO NOTICE OF VIOLATION ITEM OF NONCO WLIANCE 10 CFR 50.55a(g) requires that licensees implement an inservice testing program for pumps and valves per the requirements of Section XI of the ASE Code unless specific relief has been granted by the Commission.
Subsection IWP-4510, Table IWP-3100-2, and Subsection IWP-4160 of Section XI of the ASE Code states in part, that vibration amplitude be measured, trended and analyzed per the criteria delineated in the referenced table and that provisions shall be made to duplicate the measurement position for those instruments which are position sensitive.
Contrary to the above, the licensee was not obtaining vibration data per the testing method described in the ASE Code or the alternate testing described in.their inservice testing program submittal to the Commission. In addition, the locations for vibration measurements were not explicitly marked on the pumps so that measurement position could be duplicated.
CORRECTIVE ACTION TAKEN Ato RESULTS ACHIEVED LaSalle's ASME Section XI pumps vibration trending program is in the process of being refurbisned to provide for positive early indication of pump degradation. Vibration velocity measurements will be taken in the three principle directions at the location of each pump bearing, if possible. Pump casing geometry may not permit vibration measurements in three directions for all bearing configurations.
The vibration measurement points will be clearly marked on the pumps as well as on the component diagrams contained in the surveillance procedures.
To facilitate consistent measurement techniques a paragraph of instruction on proper vibration instrument usage has been included in each of the ASME pump surveillance procedures. All of the measured vibration points will be separately trended and, after three or four vibration data points have been recorded, consideration will be given to adjusting the Alert and Required Action Ranges, if appropriate.
CORRECTIVE ACTION TAKEN TO AVOID FlRTHER NONCOWLIANCE As ls allowed by 10 CFR 50.55(a)(5)(iii), a revised relief request to LaSalle's Inservice Testing Program (IST) will be submitted to the Commission.- This revision to relief request RP-04 will provide a more accurate description of LaSalle's recently redesigned IST pump vibration program.

' DATE OF FULL COWLIANCE Full compliance will be achieved with the implementation of revised procedures for the new vibration trending program and the submittal of the Unit I and Unit 2 IST revisions by January 1, 1986.
