Dear Mr. Lochbaum:

I am writing to you on behalf of Mr. Galante in reply to your letter dated June 30,1999 in which you expressed dissatisfaction with certain elements of the public notification of the July 7,1999 meeting between NRC senior management and representatives of the Nuclear Energy Institute (NEI) In your letter, you specifically criticized the fact that the subject of the meeting was to l

discuss " items of mutual interest" and that such a stated purpose did not convey sufficient Information for potentially interested parties to assess whether the meeting would be of benefit for their attendance.

l agree with you that for a public meeting notice to be useful, it must contain certain essential elements so that potential attendees may evaluate whether to attend the meeting. The NRC has recently focused efforts to improve in this area and we recognize that further improvements are warranted. In the future, to the extent possible, we will try to include a greater level of detail about potential discussion topics. It must be recognized that the agenda may change based on evolving circumstances.

In the specific case of this meeting between NRC and NEl senior management, it is typically scheduled for approximately two hours on a quarterly, or less frequent, basis to discuss a variety of items and issues of recent mutual interest. Accordingly, some flexibility is needed so that any new or emerging issues may be discussed. As a result, the published agenda must be flexible, although I agree that some additional level of specificity is warranted. Glenn Tracy of my staff, contacted you to provide the proposed topics for the July 7,1999, meeting. You may contact Glenn, who is listed as the NRC contact for the meeting, at (301) 415-1725 at any time prior to the meeting and he will provide you with an updated list of anticipated discussion topics

elements so that patential attendees may evaluate whether to attend the meeting. The NRC has recently focused efforts to improve in this area and we recognize that fadher improvements are warranted. In the future, to the extent possible, we will try to include a greater level of detail about potential discussion topics. It must be recognized that the agenda may change based on I
