50-424/86-56, 50-425/86-25 Attention: Mr. Virgil L. Brownlee The Georgia Power Company wishes to submit the following infonnation concerning the deviation identified in your inspection report 50-424/86-56 and 50-425/86-25:

Deviation 50-424/86-56-01, 50-425/86-25-01, " Failure to Revise FSAR As Committed" Final Safety Analysis Report (FSAR) Figure 9.4.1-2, Sheets 1 and 3 of 3,

are copies of Piping and Instrumentation Diagrams (P&l0's)

AX4DB-206-1 and AX4DB-206-3.

These P&ID's were revised in August 1985 in accordance with Georgia Power Company's July 22, 1986, response to Violation 50-424, 425/85-23-02, " Failure to Install Pressure Taps in Accordance with the FSAR and P&ID."

However, the responsible Field Engineering personnel failed to initiate a FSAR Change Notice to ensure the FSAR was revised as committed.

It should be noted that FSAR drawings are not used in the installation of plant components as the P&ID's are; therefore, the failure to revise the FSAR as committed has had no adverse impact on the quality of plant hardware.

The Field Engineering organization has contacted the Project Licensing organization, which controls revisions to the FSAR, and con-firmed that Figure 9.4.1-2, Sheets 1 and 3 of 3, will be revised as required in Amendment No. 25 to the FSAR.

Amendment No. 25 is expected to be issued by September 19, 1986.

Ordinarily, FSAR drawings are not updated until just prior to commercial operation.

Georgia Power Company will update all the FSAR drawings as necessary beginning with Amendment No. 25.

To prevent recurrence, responsible engineering personnel will be reinstructed in project procedures governing FSAR change controls and in ensuring that commitments made in response to USNRC concerns are concurred with by other affected organizations and are followed-up until completed.

This training is expected to be completed by September 15, 1986.
