OF MEETING HELD ON APRIL 2, 1987 - BETWEEN NRC AND TU ELECTRIC TO DISCUSS THE COMANCHE PEAK RESPONSE TEAM PROGRAM PLAN AND CORRECTIVE ACTION PROGRAMS On Thursday April 2, 1987, a public meeting was held between representatives from the NRC and TV Electric to discuss the Comanche Peak Response Team (CPRT)

Program Plan effort and correction action program. This meeting was transcribed.

Attendees at the meeting and copics of all viewgraphs shown at the meeting are included in the enclosed transcript.

l In February 1987, the Commission approved a reorganization of the NRC staff l

responsible for TVA facilities and for Texas Utilities' Conanche Peak facility. The purpose of this reorganization is to ensure that facilities with particularly complex regulatory problems are dealt with in the most conprehensive and timely manner with a strengthened and integrated staff organization, clear and direct lines of manaccment responsibility and authority, and appropriately high level direction. This obiective will be I implemented by the newly-created Office of Special Pro,iccts which will report directly to the Executive Director for Operations.

In order to introduce the Comanche Peak facility to members of the Office of Special Pro.iects, representatives of TV Electric provided background on the events and circumstances that led to the formation of the CPRT and the l corrective action program (CAP). This was followed by a brief description of the CPRT Procram Plan, the CAP, and the introduction of engineering functional evaluations.
