OF JUNE 9,1999, MEETING WITH ABB-COMBUSTION ENGINEERING (ABB-CE) REGARDING ABB-CE TOPICAL REPORT, CENPD-396-P, "CCMMON QUALIFIED PLATFORM

  • On June 9,1999, a public mee'.ing was held at the U.S. Nuclear Regulatory Commission's (NRC's) offices in Rockville, Maryland, between members of ABB-CE and NRC staff. The purpose of the meeting was to discuss issues related to ABB-CE topical report, CENPD-396-P,

" Common Qualified Platform." Attachment i lists attendees at the meeting.

Discussion of Testina Methodoloav: ABB-CE presented an overview of the planned seismic, environmental, and electromagnetic interference / radio-frequency interference (EMl/RFI) qualification programs for the Common Qualified Platform. The program will be performed by Wyle Laboratories in Huntsville, Alabama. Electromagnetic compatibility (EMC) testing has also been performed at a test facility in Sweden. ABB-CE presented the schedule for testing at Wyle ano invited NRC personrel to attend.

An ABB-CE representative indicated that EPRI TR-107330 states that environmental (temperature and humidity) must be done first and then any test, may be done in any order.

ABB-CE will test two specimens; one will receive the environmt,tal and seismic testing and the j

other will receive only the EMl!RFI tests.

,q The NRC staff asked if there is any history of anomalies in the performance of AC110 or AC160 ~\\"

due to EMI. ABB-CE staff answered that they are not aware of any. To ensure that the AC 160 is compatible with it EM environment, ABB-CE stated that it only sells the entire configured system and requires AC 160 be installed by qualified system integrators following its EMC compliance guide document. The NRC staff requested ABB-CE's compliance document fer reference ar;d requested ABB-CE add a description of system integration for EMC compliance.

C. Cerpenter July 8,1999 Comoonent. Cabinet and Svstem Testina and Analvsis: NRC staff asked if ABB-CE uses a third party dedicator for the commercial grade dedication process. The staff was told that ABB-CE performs the entire dedication process.

The NRC staff is planning to witness some of the EMI tests (specifically RS-103) at Wyle's Huntsville lab. ABB-CE staff stated that during this visit the NRC staff can also witness some of the seismic testing, ABB-CE believes that the NRC staff can start formulating the EMI section of the SER based on the witnessing the test procedures and results before the NRC staff

receives ABB-CE's EMI test reports.

ABB-CE stated that it will follow EPRI TR-102323 for EMI testing. ABB-CE asked about the status of the draft Regulatory Guide on EMI, i.e., DG 1029. That is believed to be before the CRGR at present.

ABB-CE discussed what they do when a failure occurs on equipment during EMI tests.

Environmental Test Plan: An ABB-CE representative discussed the environmental test plan.

He indicated that when finalized, the test plans will be sent to Wyle for implementation. Wyle writes test procedures and ABB-CE approves them. ABB-CE staff also stated that NRC has previously approved an ABB-CE's environmental qualification program In response to the NRC staff's reqe, an ABB-CE representative stated that the environmental test report will include an explanation on why the Common Qualified configuration being test is the worst configuration.

In response to the NRC stafs questions on how ABB-CE handle test anomalies, ABB-CE stated that its test procedures raference other procedures that will handle the test anomalies.

Seismic Test Plant The vibration tests will increase in strength with the sixth run representing the strength of the safe shutdown earthquake. ABB-CE expressed concern that Wyle may experience difficulty meeting the low frequency, high acceleration portion of vibration test due to shake tabla limitations.

Data Commun/ cation: The NRC staff requested clarification on the document, " User's Guide for Data Communication" that was given to NRC during the visit in May to toe ABB-CE office at Windsor, CT. However, the ABB-CE staff has discovered that the user's guide given to the NRC staff does not app'y to the AC-160 data communication. Therefore, ABB-CE stated that it will provide the correct documents on the AC-160 data communication. The NRC staff also stated that for its review the NRC will follow the review guidance in NUREG/CR-6082, " Data Communications."

EMl/RFl Test Plan: Ther system to be tested will be mounted in an open frame to provide for maximum exposure to the EMI environment. The test system components, i.e., modules, will be configured to provide the worst-case loading. ABB-CE explained how data is obtained from equipment under test during EMI testing. Special test cables will be built to provide the interface to the equipment under test. Upon the NRC staff's request, the ABB-CE staff stated that the environmental test report will explain why the Common Qualified configuration being tested is the worst-case configuration. Additionally, ABB-CE will send more information, including plans and drawings in the coming weeks.

C. Carpenter July 8,1999 The power supplies will be outside of the test chamber and will be tested separately. The power supply will probably be tested after the SER has been issued. Upon the NRC staff's request, ABB-CE staff agreed that the test report willinclude explanation on why the EMI test on the power supplies will be performed separately.

Potential Problems:

An ABB-CE representative expressed concern over the timeliness the NRC's forthcoming requests for additional information (RAls), that they not impact the September time frame for the SER.

It is agreed that NRC reviewers will call on the telephone for help in locating the answers to questions that come up in the review. Where it is determined that ABB-CE needs to submit additional information to the docket, RAls will then be issued, and these will be sent as early as possible.

e NRC expressed concern over the fact that much of the material to be reviewed has not been submitted yet. The staff also asked if ABB-CE wants an evaluation report on the main body and the first two appendices.

ABB-CE representatives replied that it is important to ABB-CE to have the safety evaluation cover all appendices. ABB-CE expressed the need that NRC issue a summary of findings with a list of known unresolved questions by September 30,1999.

ABB wishes to have a status report at that time for fiscal planning purposes.

The representatives of the NRC and ABB-CE agreed that this meeting was usefulin accelerating the information exchange.
