The length of the 8" x 2.5" Tle-down Support Channel may be shorter than the specified 55-inch length, but must not be shorter than 43-inches.

l The original 21PF-rReck feyjgn specifies Tle-down Supports which are only 43"popTer4th per 49CFR178.121, fn Drawing No. CAPE 1662-4, but 55" long Tle-down Supports are specified for both the GE-21PF-1 and the W-21PF.-1:Overpacks per the referenced Certificate of Compliance.
The longer Tle-down Supports are somewhat unwieldy and often unnecessarily limit the number of overpacks that can be shipped on a given carrier.
Since Tle-down Support lengths of both 43" and 55" have been specified, approved, and used; no safety considerations can be envisioned for any length of Tle-down Supports between these two extremes.

Persuant to the publication of the August 14, 1984, Fereral Register proposing new specifications for the USDOT 21PF-1 Overpack, the USDOE has redesigned the overpack and is currently in the process of reconenending and Justifying the new design to the USDOT by way of Safety Analysis Report No. K/D-5400, Rev. 2A.
The proposed new design is specified in UCC-ND Drawing No.
E-S-31536 J, Rev. N and associated detail drawings, all of which are a part of the SAR.
The GE-21PF-1 and the W-21PF-1 Overpacks are very similar to the new proposed 21PF-1 design and would appear to already embody all the important design changes except for the new vent hole seals which are specified in (2) above.
These seals were chosen because of their reliability in keeping water out of the overpack insulation under normal conditons of transport while providing adequate venting of decomposition gases in the event of a fire.
We request that this improved method of sealing the vent holes also be adopted for the GE-21PF-1 and the W-21PF-1 overpacks, at least as an alternative.
Enclosed is our Check No. 10894 for $150.00 to cover the initial application fee.
Your earliest attention to this request will be greatly appreciated because we are currently manuf acturing both the GE-21PF-1 and the W-21PF-1 Overpacks and would very much Ilke to incorporate the above design changes in these new packages.
