COMMISSIONER November 19, 1986 MEMORANDUM TO: William Parler General Counsel ,

James K. Asselstine FROM:

SUBJECT:

SECY-86-336 - PROP SED REVISION TO 10 CFR PART 110 I would appreciate it if your office would provide me with a legal analysis of Section 309(a) of the Comprehensive Anti-Apartheid Act of 1986.

Specifically, I wculd like to know whether you agree with the staff view that the import of uranium hexaflouride or other non-oxide forms of uranium from South Africa is allowed under the Act. I would like a fairly detailed discussion of the relevant legislative history.

I would appreciate a response by c.o.b. November 26th.
