Dear Mr. Phillips:
Your letter of June 20, 1986 outlined a proposal to use the Westinghouse Hittman Cement Solidification Process to solidify sludges from Three Mile Island Unit 2 (TMI) having a total estimated sediment volume of 615 cubic feet. We requested comments on this proposal from within the Nuclear Regulatory Commission and the State of Washington as input to our comments.
While we have yet to hear from Washington, we do not consider that the information in the letter is sufficiently specific to support a finding that the proposal is acceptable. Specific coments are in Attachment 1.
We will provide State of Washington comments to you as soon as they are received.
Overall, Westinghouse should (1) provide more specific and quantitative information on solidification procedures, and (2) establish which formulation in the Topical Report is representative of the one to be used in the proposed solidification or (3) treat the sludges as new wastes to be qualified by the full battery of stability tests.
