Gentlemen:
This letter is in response to Inspection Report Nos. 50-321/86-06 and 50-366/86-06 and the Notice of Violation, dated May 28, 1986, and the request for additional information dated December 23, 1986.
The referenced report relates to an NRC inspection conducted on February 24-28 and March 18-19, 1986.
As noted in the response to Inspection Report 86-37, and as indicated in previous correspondence and meetings, Georgia Power Company (GPC) has undertaken numerous security improvements at both Plant Hatch and Plant Vogtle, and at our Corporate office to further enhance the Nuclear Security Program. We specifically wish to note that GPC has created and fully staffed a
corporate nuclear security organization that monitors and provides assistance and direction to Plant Security Operations.
The recent Regulatory Effectiveness Review of Plant Hatch, which concentrated on actual physical security issues, resulted in a favorable preliminary report on the security operation of the plant. We believe this review is but another confirmation of our efforts to achieve excellence and the exemplary results accomplished in the past year.
The Georgia Power Company does not wish to pursue our request for mitigation on problems identified in early 1986 any further even though our view has not changed.
The Georgia Power Company has focused its attention on excellence in 1987 and plans not only to fully meet NRC security interpretations and standards but to exceed them in areas and matters important to our circumstances and needs.
