SUMMARY
OF AUGUST 14, 1986 MEETING WITH OHIO STATE UNIVERSITY (OSU) TO DISCUSS HEU/ LEU CONVERSION AND POWER INCREASE The meeting was held at the Nuclear Regulatory Commission's offices, Room P-422, Bethesda, Maryland at 1:00 p.m. on August 14, 1986. The purpose of this meeting was to discuss OSU's upcoming proposal for HEU/ LEU conversion and application for power increase. Meeting attendees are listed in the enclosure.
OSU's representatives gave presentations concerning the overall status of the upgrade program, analytical studies done to date, proposed engineering changes, and licensing issues.
The status report included a tentative schedule for the upgrades. These included: submission of HEU/ LEU conversion proposal (2/87);
acquisition of LEU fuel (6/87); completion of facility modifications (11/87); completion of low power tests (1/88); power increase and tests (1/88); and completion of program (5/88). The staff indicated that the reviews for the core conversion and power increase could be done concurrently instead of consecutively.
The analytic and engineering studies presented were based cn the use of LEU silicide fuel and a tentative power increase to 500Kw.
The proposed core would still utilize natural circulation, but a heat exchanger and a plume disperser would be added to the pool.

OSU's representatives were told that the specifics on the procedure to submit a proposal for HEU/ LEU conversion and on the contents of the proposal will be presented at a NRC sponsored workshop at the TRTR meeting on September 26, 1986. They were also informed of the precedural differences between an order and an amendment.
