As you know, the BNL study of the need for an independent agency to investigate incidents at NRC licensed facilities needs to consider and have input from a wide-range of viewpoints. At the same time, however, your ef forts and con-clusions are to be independent and free of undue influence by any individual or organization. Thus, all formal and informal inputs to the study (e.g.,

telephone calls, meetings, interviews, informal discussions) related to this study should be recorded as to date and name of individual.

In addition, we request that once a draft report of your findings is prepared and submitted to the NRC for review and comment, you document the basis for each substantive change that is subsequently made to the draft report. Please call me if you have any questions concerning these matters.
