Asselstine, with your concurrence, requested the staff to detail the reasons for this deletion. This request was conveyed in your memo dated July 30, 1986 (M860721A).

During the staff's review of the Hope Creek operatino license application, the staff identified the 24-inch feedwater check valves (1 F074 A and B) as parts of the reactor containment pressure boundary. The cast bodies of these valves are known to contain shrinkage flaws, which have been known to propagate in service. The staff concluded, as documented in Section 6.2.7 of the SER, that, provided the licensee submits an augmented inservice inspection program accept-able to the staff, reasonable assurance of compliance with the regulations exists. Specifically, the staff requested the licensee to comit to an augmented inservice inspection program, which would include inspection of the outer and inner valve body surfaces, at the first refueling outage and at other times when the valves are disassembled for maintenance.

In a letter dated September 28, 1984, the licensee comitted to conduct.these inspections.

In a letter dated March 12, 1985, which superseded the September letter, the licensee erroneously omitted its commitment to inspect valve body surfaces when the valves are disassembled for maintenance.

In the March 12 letter, the licensee reiterated its comitment to implement the entire valve body inspection during the first refueling outage. SER Supplement ? documents PSE8G's March 12,1985, rescense to this request by noting that PSE8G will implement an inservice inspection program for the valves at the first refueling outage to include inspectior of the entire surface of the valve bodies.

Furthennore, the licensee stated that a more detailed program for the feedwater check valves will be provided at the time the Inservice Inspection Program (ASME) is submitted. License Condition 2.C.(4) of Facility Operating License NPF-57 (full-power license) requires PSEAG to submit the Inservice Inspection Program by October 11, 1986.

Based on discussions with the licensee after the Comission briefing, the licensee has assured the staff that its comitment to perfonn valve body inspection when the valves are disassembled for maintenance is valid and has been implemented in plant procedures. Therefore, although not fully documented in SER Supplement 2, the licensee has committed to an augmented inservice inspection program, as described in the SER, for the two feedwater check valves in question.
