Dear Mr. Ayres:
In References 1 and 2, Transnuclear West, Inc. (TN West), requested approval of its Quality Assurance (QA) Program for compliance with 10 CFR Part 72, Subpart G, and 10 CFR Part 71, Subpart H, respectively. The OA Programs enclosed in References 1 and 2 are identical. In ,
Reference 3, the U.S. Nuclear Regulatory Commission (NRC) requested additional information from TN West regarding the OA Programs enclosed in References 1 and 2. Finally, in Reference 4, TN West provided the additionalinformation requested by the NRC in Reference 3.
The additionalinformation requested by the NRC regarding TN West's OA Program centered on TN West's use of other organizations to perform third party audits for TN West. In providing the additional information requested by the NRC, TN West stated that its use of third party
[ audits is limited to assessments performed by the Nuclear Industry Assessment Committee (NIAC). When TN West uses NIAC to perform third party audits, TN West must assure that the requirements of 10 CFR 71.115 and 72.154, " Control of purchased material, equipment, and services"; 10 CFR 71.135, and 72.174, " Quality assurance records"; and 10 CFR 71.137 and 72.176, " Audits," are met. ,
We have completed our review of the TN West QA Program and find that it, when effectively implemented, will comply with the requirements of 10 CFR Parts 71 and 72. Enclosed is Quality Assurance Program Approval for Radioactive Material Packages No. 0192, dT 9907090269 990706 ADOCK 071 2

o R. Ayres Revision No. 7. This Approval satisfies the requirements of 10 CFR 9 71.12(b) and 71.101(c) for a Quality Assurance Program approved by the Commission.-
Please note the conditions in the Approval.
This Approval will remain in effect until the expiration date, indicated in Block No. 3.
. Termination of your materials iicense does not cause this Approval to be automatically terminated, if you wish to renew, amend, or terminate this Approval, please request it in writing.
This letter also serves as a reminder that if you are using or planning to use an NRC-approved .
packaging, you must be registered for use of that packaging with NRC. Registration for use of NRC-approved packagings should be made pursuant to 10 CFR 9 71.12(c)(3).
The approval of the TN West GA Program in compliance with the requirements of 10 CFR 72.24(n) and 72.140(c) will be addressed in separate correspondence.
