This is in response to your letter concerning package registration in accordance with 10 CFR Part 71.12.
Section 71.12 of 10 CFR Part 71 requires as a condition of general license provisionsanapprovedqualityassurance(QA) Accordingly, we are unable to register you for use of the package (program.s) requested at this It time.
will be necessary for you to obtain an approved QA program. prior to the registration as a package user or the delivery of licensed material to a carrier _for transport pursuant to 10 CFR Part 71.
To assist you in preparing your QA program description, enclosed is the a copy of U.S. NRC Regulatory Guide 7.10. Reference should be made to Annex 3 which is applicable to packaging and transporting special form radioactive material.
Unless an exemption is provided by 10 CFR 6170.11, an application fee of $150, as required by 10 CFR 5170.31, should be included with your application for QA approval. If further assistance is needed, please contact Len Gordon of my staff at 301/427-4122.
