NOTICE OF VIOLATION Illinois Power Company License No. NPF-55 l
As a result of the inspection conducted on March 24 through April 10, 1987, and in accordance with the " General Policy and Procedure for NRC Enforcement i
Actions",10 CFR Part 2, Appendix C (1985), the following violation was identified:

'O CFR 50, Appendix B, Criterion X, as implemented by Illinois Power (IP)
Company Operational Quality Assurance Manual, Chapter 10, requires that a program of inspection be established and implemented to provide assurance that l
the fabrication, construction, and installation activities conform to the
]
requirements of the applicable instructions, procedures, and drawings.
l Contrary to the above, the licensees inspection program failed to identify l
that a Jumper in the HPCS 4.16KV switchgear had not been removed as required by FDI-SKRL-0.
In addition, other discrepancies were identified between the as-built electrical field installations and the design drawing requirements in the HPCS 4.16KV switchgear cubicles.
