Dear Dr. Paperiello:
In letter GDP 99-0045 (Reference 1), dated March 1,1999, the United States Enrichment Corporation (USEC) submitted a request for amendment to the Certificate of Compliance for the Paducah, Kentucky, Gaseous Diffusion Plant (PGDP). This Certificate Amendment Request (CAR) proposed to revise the Technical Safety Requirements (TSRs) related to the audibility requirements for the Criticality Accident Alarm System (CAAS) at PGDP. This CAR also requested approval of revisions to related sections of the Safety Analysis Report (SAR).
During review of this CAR, the NRC staffidentified SAR pages included in the original CAR submittal, which required correction or additional clarification. These corrections and clarifications were provided to USEC in a teleconference on June 15,1999, between Ms. Yen-Ju Chen (NRC) and USEC personnel. In addition, USEC has identified additional changes which were inadvertently l
omitted from the assveiated SAR sections that were provided to the NRC for information in the CAR submittal. Enclosure 1 to this letter provides a discussion of the SAR changes made to address the NRC stafi's corrections and clarifications as well as those changes identified by USEC. Enclosure 2 is a copy of the revised SAR pages. These changes have been evaluated in accordance with 10 l
CFR 76.68, have been determined not to require prior NRC review and approval, and are provided for information only.

l The system boundary for the CAAS cluster unit for the new configuration of the CAAS for the Waste Management area inadvertently carried over a reference to trouble relays associated with loss j
of air / nitrogen pressure. The new CAAS configuration for this area will consist only of electronic homs. Therefore, there will be no trouble relays in this area for loss of air / nitrogen pressure.
j Consistent with the boundary definition for the new CAAS in other plant areas with only electronic 1
horns, the SAR boundary definition for the Waste Management area should reference the trouble relays associated with loss of power to the radiation alarm clusters.
I 2.0 Change to table of criticality clusters and building alarms in Chapter 4, Appendix A The descriptive actes for building C-337 contained a reference to Cluster N (in C-337-A) which was already included in the notes for C-337-A. In addition, all of the clusters (nct just V and X noted j
on the SAR page included with the CAR submittal) in C-337 will also actuate building horns and lights in C-337-A.
The descriptive notes for building C-337-A also indicated that Cluster N in C-337-A will actuate horns and lights associated with the C-337A/360 tie line. There are no lights associated with this tie line. Therefore, this note should reference only the horns associated with the tie line.
3.0 Change / Addition to system description of new configuration in Chapter 4, Appendix A The system description of the new CAAS configuration, contained in Section 2.5.1.2 of Appendix A to SAR Chapter 4, inadvertently carried over a reference to the local alarm system from the existing system description. As described in the CAR submittal, the new CAAS horn system does not include local cluster horns. Therefore, Section 2.5.1.2.b is being changed to describe the three components of the CAAS system as the detection system, the building alarm system, and the Building C-300 CCF alarms and controls. In addition, a new Section 2.5.1.2.1.b, " Detection system (New Configuration)," is also being added to preserve the description of the local cluster units after existing Section 2.5.1.2.1, " Local alarm system (Existing Configuration Only, New Configuration Will Remove Local Alarm System),"is removed. Also note that this existing section has been renumbered to 2.5.1.2.1.a.
An additional change to SAR Chapter 4, Appendix A involves the addition of three more buildings
GDP 99-0115 Page 2 of 2 (C-400, C-710, and C-720) to the list of buildings (under the new configuration) for which the W and X relays in the horn / beacon control circuit are located in the Radiation Alarm Cabinet instead of the Building Horn Relay Cabinet. In the existing configuration, all of the relays in the horn / beacon control circuits are located in the Radiation Alarm Cabinets. After the modifications, the W and X relays for some buildings will have been relocated to the new Building Horn Relay Cabinets, except for buildings C-333A, C-360, C-400, C-710, C-720 and C-746Q. The SAR change pages provided in the CAR submittal only identified C-333A, C-360, and C-746Q as the exceptions.
USEC has identified that these relays will not be moved in C-400 as well. Furthermore, C-710 and C-720 are not affected by the modifications, so all of the relays for these buildings will remain in the Radiation Alarm Cabinets. This listing of the location of the relays occurs twice in Section 2.5.1.2.2.b," Building alarm system (New Configuration)."
Finally, there were some minor typographical errors which have been corrected on SAR pages associated with this change.
