This letter provides an updated status of our Motor-0perated Valve Reli-ability Improvement Program as requested by the NRC Region III (Mr. Peter Wohld). Toledo Edison has completed the initial phase of the program and is continuing to monitor motor-operated valves (MOVs) as part of the Mainte-nance Program.

The MOV Reliability Improvement Program is an extensive effort to ensure continued reliability and performance of the 165 MOVs considered important to the safe operation of the Davis-Besse Nuclear Power Station. A summary of this program is included as Attachment 1.

Toledo Edison has:

1.

Completed an extensive refurbishment, upgrade and inspection of the 165 MOVs including:

Stem dimension checks Wiring checks Disconnection of space heaters in the switch compartments Environmental qualification inspection and documentation Lubrication checks Valve packing checks T-Drain installation checks 2.

Reevaluated, confirmed and revised as necessary the design conditions for the 165 MOVs.

3.

Verified the design and nameplate data of the 165 MOVs with the valve and actuator (operator) vendors and compared this data with the design basis conditions and function of the 165 MOVs.

Upgraded the preventive and corrective maintenance program and procedures, established a training and qualification program for personnel working on Limitorque operators and initiated the implementation of a predictive maintenance program through trending of valve reliability.

Educated appropriate engineering and craft personnel in valve / operator theory and operation in order to develop more effective root-cause determinations for problems with motor operated valves.

6.

Conducted testing on the 165 MOVs under zero differential pressure (dP) conditions using Motor-Operated Valve Analysis and Test System (MOVATS) equipment.

7.

Conducted testing on 26 MOVs under static differential pressure conditions and on 8 MOVs under full-flow differential pressure conditions using MOVATS equipment. These selected valves represent the range of valve sizes and configurations of the 165 valves considered important to the safe operation of Davis-Besse.

Attachments 1-10 to this letter summarize the lessons learned from the MOV Reliability Improvement Program at Davis-Besse following the June 9, 1985 trip to the present.
