Dear Sir:
This refers to inspection report 50-247/86-27 which was transmitted by your November 19, 1986 letter.
That letter stated that it appeared that one of our activities was not conducted in full compliance with NRC requirements as set forth in the Notice of Violation enclosed therewith.
Con Edison's response to that violation was transmitted to NRC by letter dated December 19, 1986.
Attachment B of the December 19, 1986 response reviewed our corrective actions.
One of those actions was to revise OAD-19 (Caution Tag and Tag-out Program) to further define requirements for tag-outs and documenta-tion of system line-ups. We stated, in pertinent part that "This revision is currently undergoing management review and is expected to be issued by January 31, 1987."
Due to the pending shutdown and inspection of the Indian Point Unit No. 2 Main Generator on February 1, 1987, the new revision to OAD-19 will be issued for plant use upon completion of the generator inspection, but not later than March 1,
1987.
The required tag-outs have already been completed as part of the outage work packages.
We believe this delay in issuance of OAD-19, Rev.
5, will result in a more orderly shutdown and inspection and will prevent unnecessary confusion during this outage. This matter has been discussed with Mr. Peter Kelley, NRC Resident Inspector.
