By this letter, the United States Enrichment Corporation (USEC) provides a response to the Nuclear Regulatory Commission (NRC) request for information regarding Year 2000 (Y2K) readiness at uranium enrichment plants. In Part 3 of Generic Letter 98-03, the NRC requested a response on the status of facility Y2K readiness by July 1,1999. The Generic Letter requested the following.
1 "Forfacilities that are not 12K Ready on or before December 31.1998, submit a written response, by July 1,1999, updating the status and schedule ofyour 12K Readiness Program... The response should contain a status report ofwork remaining to be done to become 12K Ready, including completion schedules. For systems that may affect safety and safeguards, contingencyplans to become 12K Ready and 12K Compliant should be included in your response. "
In response to this request, USEC is reporting Y2K readiness for the Paducah Gaseous Diffusion Plant (PGDP) and the Portsm.outh Gaseous Diffusion Plant (PORTS) under oath and affirmation (refer to Enclosure 1). Details are provided in Enclosure 2.

Year 2000 Readiness Programs, Part 3 A plant that is "Y2K Ready" has followed a prescribed program to identify and resolve Y2K issues so the plant can operate safely and reliably while meeting commitments after January 1,2000. An outline and status of the USEC Y2K readiness program implemented for the Paducah Gaseous Diffusion Plant (PGDP) and Portsmouth Gaseous Diffusion Plant (PORTS) was submitted to the NRC in the following:

The USEC Y2K readiness program consists of a graded-approach, having three Impact Levels.
Impact Level One consists ofitems (software, hardware, and firmware) required for nuclear safety, environmental safety, process control, corporate applications, critical site applications, and systems engineering analysis, for PGDP and PORTS to continue to operate safely and within the NRC Certification. The USEC Y2K readiness program also includes items that could affect continued operation of the plant but would have no impact on safety.
The USEC Y2K readiness program is complete for Impact Level One systems required for safe and compliant operation of PGDP and PORTS. As a result, PGDP and PORTS are "Y2K Ready."
