Dear Mr. Verrelli:

This letter refers to the violation cited in the subject inspection reports which state:

"During the Nuclear Regulatory Comission (NRC) inspection conducted on June 11 - July 10, 1986, a violation of NRC requirements was identified. The violation involved administrative procedures in updating procedures and drawings after modifications. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specifications 6.8.1 requires that the applicable procedures 4

recommended in Appendix A of Regulatory Guide 1.33, Revision 2, 1978, be established and implemented. Appendix A of Regulatory Guide 1.33 states that safety-related system procedures should include instructions or drawings for maintenance and operations.

Administrative Procedure (AP)-1, Review and Approval of Plant Procedures, requires reviews of procedures for current conditions and adequacy and the issuance of a temporary change notice for pen i

changes.

AP-8, Design Modification Control, requires procedures and drawings to be updated after modifications.

Unit 1 DC Distribution System drawing D-117082 shows SPACE at breaker #26 on 125 DC Distribution Panel 1D. Breaker #26 actually supplies a termination cabinet.

Unit 2 DC Distribution System drawing D-207082 shows breaker #22 on 125V DC Distribution Panel 2B supplying the Auxiliary Feed Water Pump Turbine control Panel. Breaker #22 is a spare breaker, c.

Unit 2 DC Distribution System drawing D-207083 shows breaker #21 on 125V DC Distribution Panel 2D as a spare breaker. Breaker #21 is actually supplying a termination cabinet.

A temporary change notice was not issued to cover a pen change made to Unit 2 PNP-2-SOP 37.1, 125V DC Auxiliary Building Distribution System Checklist to indicate that breaker #22 on 125V DC Distribution Panel 2E is a spare i

breaker and not a space.

1 DC breaker LB-15, a supply to a security inverter.

A review is being performed on all 125V DC and 120V AC single line drawings and comparing them to the appropriate connection drawings to identify and correct discrepancies.

2.

Pen changes to SOP checklists are being reviewed to ensure that they are in accordance with established administrative procedures. Changes will be made to procedures to correct discrepancies.

3.

FNP-1-SOP-37.1, 125V DC Auxiliary Building Distribution System Checklist has been revised to include breaker LB-15.

Corrective Steps Taken to Avoid Further Violations 1.

Alabama Power Company has communicated to Bechtel designers the need to ensure that single line drawings are considered and updated following design changes.

2.

This event will be reviewed with Operations personnel involved in performing and reviewing SOP Checklists.

3.

The failure to incorporate LB-15 into the system checklist as a result of the design changes occurred in 1978. Since 1978 FNP-O-AP-8 has been revised to include more formal means to ensure proper procedural changes are made following design changes.
