Dear Mr. Lofy:
The purpose of this modification is to deobligate excess funds in the amount of $550.22 under the subject task order, thereby decreasing the obligated amount from $95,616.78 to $95,066.56.
Please note that while you requested the 15% fee withholding ($404.40) in your letter of February 25,1999, our records indicate the fee was paid November 1997. Therefore, your request for payment is denied.
