Dear Mrs. Darrow:

The White House has referred your letter to President Reagan to the Nuclear Regulatory Comission for reply.

The Comission is considering, but has not decided on, an amendment to its regulations which would require that applicants for Senior Reactor Operator licenses hold a baccalaureate degree in engineering or a related science from an accredited institution.

In its Advanced Notice of Proposed Rulemaking issued last May, the Comission suggested that such a rule would be one step that could be taken to further enhance the levels of engineering and accident manage-mont expertise on shifts at nuclear power plants.

The comments period on the Advanced Notice of Proposed Rulemaking ended last July; however, by copy of this letter, I am asking that pour letter to the President be included with those coments. Should the Comission decide to proceed with this rulemaking, a notice of proposed rulemaking would be issued providing an additional opportunity for public coment.
