Mr. Luis A. Reyes The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/87-05 and 50-425/87-05:

Violation 50-425/87-05-01,

" Failure to Protect Permanent Plant Equipment" - Severity Level IV Georgia Power Company (GPC) acknowledges the violation as identified in tbc USNRC inspection report.

The violation is attributed to a failure by electrical contractor personnel to properly implement the requirements of construction specification X3AR01, which prohibits the use of cable trays as walkways or working platforms except under certain specified conditions.

GPC and contractor personnel had been made aware of the specification limitations through procedure awareness flyers, plant newspaper articles, internal correspondence, and warning signs posted in the plant.

The following corrective actions have been taken:

1.

Appropriate disciplinary action was taken relative to the personnel responsible for the violation.

2.

Inspections were performed of the other cable trays in the Unit 2 control building where the violation occurred.

Identified damage was documented in Deviation Report ED-15496.

3.

An engineering walkdown was conducted of cable tray systems in the Unit 2 containment, fuel handling, auxiliary, diesel generator, and turbine buildings and in the Nuclear Service Cooling Water tower and tunnel areas to determine if additional conditions similar to those identified in the violation existed.

The walkdown examined cable tray installations for evidence of improper use and for proper posting of warning signs.

One case of cable tray damage was identified on Level 1 of the auxiliary building and was corrected prior to turnover for quality l

control inspection.

No cable damage was identified during the walkdown. Additional warning signs were posted as needed.

GN-1352 Page two To prevent further violations, procedure awareness flyer 1-87-6 was issued on January 12,

1987, to appropriate GPC and contractor elbetrical discipline personnel to reemphasize the specification restrictions on the use of cable tray as walkways and work platforms.

In addition, internal correspondence E-2780 was issued on January 26, 1987, to mechanical, civil, and quality control discipline managers to emphasize the importance of enforcing specification requirements and work rules relative to the protection of cable tray.

Disciplinary action for violators was stressed in the internal correspondence and the procedure awareness flyer.

Also, additional warning signs were posted near cable tray installations and in heavy traffic areas.

All of the actions described above have been completed.
