Additional Information Pursuant to Generic Letter 83-28 Reference 2 prw ided Detroit Edison's response to NRC Generic Letter 83-28 entitled, " Required Actions Based on Generic Inplication of Salen MWS Events." In that response, Edison sunmarized a program relative to the NBC's position on an iten by iten basis. Where the progran was not emplete, estimated inplementation dates I

l Attachment to VP-NO-87-0052 NBC Ouestion Task tction Its 2.1 - Eaultment Classification and Vendor Interface (Reactor Trip Systm Cmoonents)
With respect to Task Action Its 2.1 (Part 2), Detroit Edison's response identified the existence of a program for receiving information frcan the Fermi 2 NSSS vendor, the General Electric Cmpany (GE). However, Detroit Edison's response did not confirm that the program includes means of feedback by which Detroit Edison can assure that it has receive.1 all of the tachnical bulletins and other GE generatcIl tcchnical information applicable to Fermi 2.
Detroit Edison is accordingly requested to provide additional information which verifies that the program in question includes such means of feedback in order that the staff may cmplete its review of Fermi 2 coupliance with Part 2 of Task Action Its 2.1.
Detroit Edison's ResDonse The mechanism that General Electric utilizes to feedback technical information to their clients is the Service Information Letter (SIL). At Fermi the Operating Experience Review Coordinator (OEBC) is responsible for receiving SILs, determining the responsible organization, if any, and making the assignments to respond to the issue as necessary. Once a SIL is received by the assigned group, they will evaluate it to identify if any procedure changes, modifications, tech spec changes and etc., are required. If any action is taken, the responsible group informs the OEIC of the action taken to resolve the concern. Another responsibility of the OEBC is to assure that all applicable SILS are received and dispositioned accordingly. This is accomplished by the OEIC reviewing the General Electric Master SIL Index which is published approximately on a smi-annual basis. A comparison of this Index, with the Detroit Edison log of SILs received, verifies receipt of all Fermi related SILs.

NPF-43, which may degrade rather than enhance safety, is complete. Detroit Edison's response should aldress the disposition of those requirements which were found to degrade safety, and if none wre found, a statement made to that effect, in response to this request. In responding to this information request, Detroit Edison should be aware that these Task Action Itens apply only to post-maintenance test requirements and not to routine surveillance test requirenents.
Detroit Edison ResDonse A review of the Fermi 2 Technical Specifications for Post-Maintenance Testing (PMT) requirements, which may degrade rather than enhance safety, has been completed.
None of these requirements are found to degrade safety.
'Ihe PMP requirenents are covered by approved surveillance procedures sich have been performed at least once. Successful performance of these surveillance tests, in addition to the subject review, provides assurance that post-maintenance testing requirements for Beactor Trip Systen Ccmponents and other Safety-Relatal Canponents enhance rather than degrade safety.
