SUBJECT:

TELECON WITH G. L. TROUP ON MARCH 11, 1987, RE LYNCHBURG RESEARCH CENTER LICENSE RENEWAL APPLICATION A. L. Soong and N. Ketzlach, FCUP, called G. L. Trup, Region II Fuel Facility Inspector on. March 11, 1987, to discuss Region II concerns related to the Lynchburg Research Center (LRC) SNM-778 license renewal application. The LRC responses to the NRC (NMSS and Region II) previous comments were contained in the LRC submittal dated January 20, 1987.

1. Pages 2-8, Section 2.7.2.1 Add that technical procedures shall be prepared and issued for all Health Safety and Nuclear Criticality Safety operations. They shall be developed, reviewed, and approved by a Health Physics Engineer or Nuclear Safety

' Officer respectively, or their designated alternate.

2. Pages 3-1, Section 3.1.1.7
a. Specify that all RWP's (Standard and Standing) shall meet the criteria in Section 3.1.1.1 through 3.1.1.6. The Standing RWP's shall be reviewed at a minimum frequency of 6 months.
3. Pages 3-7, Section 3.2.4.2
a. Add the requirement that fixed air samplers, when used, for monitoring the workers breathing zone airborne. concentration of radioactivity shall be verified every 12 months for representativeness.
b. Section 3.2.4.2.2 The filters shall be changed daily when air concentrations are in excess of 10 percent MPC.

c. ' Section 3.2.4.2.3 The filters.shall be changed weekly in areas when the air concentrations is 5 10 percent MPC.
d. Section 3.2.4.2.4 Air sampling _ filters shall be evaluated within the next working day of filter removal.

Section 3.2.4.2.5 e.

Increase the minimum qualifications of the Health Physics Engineer or have another qualified person (e.g., Supervisor, Health and Safety) perform the investigation.

4. Pages 3-10, Section C Correct the action level.
5. Pages 3-11, Section d and e Correct the action level.
6. Pages 3-14, Section 3.2.4.7.2 Replace " discovery" with " survey" (3 places).

-7. Pages 12-23, Section 1.2.8.5.2 Place the last sentence in the paragraph, "The approval of the Health and Safety Group shall be required to allow any individual to leave a contaminated area who is contaminated above background radiation levels,"

into Chapter 3, a license condition section.

8. Pages 11-17, Section 11.4 The LRC should add a paragraph on Technical Procedures for Health Safety and Nuclear Criticality Safety (see Page 2-8, Section 2.7.2.1 and Comment No. I above related to page 2-8).
9. Pages 11-20, Section 11.5.4 Specify the minimum frequency for retraining (e.g., every 2 years for respiratory protection and annually for Authorized Users as specified in Section 2.6).

10. Pages 12-25, Item 8 The medical status of each respirator user shall be reviewed.at'least every 12 months, not annually.
11. Pages 12-23, Tables 12-10 and 11 Tables should be revised.
