TRIP REPORT - UMTRA SITE VISIT TO THE SP0OK, WY0 MING SITE JANUARY 14-16, 1987

Purpose:

The above met at Douglas, Wyoming to discuss how DOE and the State of Wyoming will coordinate cleanup at the Spook site. The site included a large open pit. The plan is to put the tailings in the bottom and then to backfill the pit with stockpiled overburden.

DOE will be responsible for the tailings and the State, under their Abandoned Mine Lands Program, for the backfill.

To meet the needs and schedules of DOE, the State, and NRC, a well coordinated program is required. This meeting was to start the process of determining who would do what and when. For example, it was decided to try to have one NEPA document. DOE and the 3 tate would each work on different sections. The enclosure identifies t!1eir respective responsibilities. Also it was decided to try and use one bid package (one contractor for the whole job) to save time. and money.

- Observations at the site:

There was no observed water.or even dampness at the bottom of the pit;

.The pit is much larger than the tailings quantity; Gullying was observed at one corner of the pit; Trees and grass were growing at the base of the pit;

'About 5 mine shafts are at the bottom of the pit; The site is flat with some hills, and has sparce vegetation. The land is used for range cattle; and There were no residents within eyesight.

Summary The UMTRA/AML Spook site meeting convened at approximately 8:30 a.m.,

January 15,-1987, at the Douglas Holiday Inn.

Attendees were:

Gary Beach Wyoming /AML Ed Sadler Wyoming /AML Roy Spears.

Milt Scoutaris DOE /UMTRA Ron Rager TAC /UMTRA, Engineering Sandy Beranich TAC /UMTRA, NEPA Eric Banks TAC /UMTRA, Site Manager Bob Henicks RAC/UMTRA, Engineering COMBINED AHL/UMTRA SPOOK PROJECTS The meeting coordinated and combined the schedule, characterization, design, and construction efforts of the future UMTRA/AML joint remedial action at the Spook site.

The AML program is funded by a U.S. Office cf Surface Mining grant which has a maximum three-year life once it starts.

Coordination of the two projects is critical to obtaining cost efficiencies.

The' current AML program calls for design in 1987, construction in 1988, and site monitoring in 1989.

The earliest the UMTRA construction can be completed is 1989, accelerated from a scheduled 1991 completion.

This is one year later than the State's originally requested 1988 completion.

The State accepted the UMTRA schedule, and suggested the two remedial actions be done under a single DOE contract.

Everyone agreed.

The State will submit their AML design with the UMTRA design to NRC since the AML design impacts the DOE's UMTRA license.

The RAC will perform the construction contract management with the St.the retaining review authority.

Construction costs would be divided according to the respective bid schedule prices.

DIVIDED RESPONSIBILITIES The UMTRA Program will assume the responsibility for the cleanup and disposal of all in-place and windblown tailings, the acid-leach ditches and evaporation ponds, processing facility debris, and the ore stockpiled along the site's northern perimeter.

The State will backfill the pit and provide final grading.

The material quantity determinations will be the responsibility of each respective agency.

The NRC requested the " cleanest" of the overburden material be placed in the upper 10 feet of pit backfill.

The decontaminated undisturbed soil adjacent to the pit will be considered background for the site.

DOE will share the ground-water characterization and evaluation results.

Initially we will assume that the ground-water will not rise to the' backfill or tailings levels.

The State will be notified if it should.

The State will complete the title search for all land ownerships involved.

of the ore stockpiled along the northern perimeter of the site, and obtain the necessary disposal permission for DOE.

The DOE will notify the State when to begin the appraisal process for acquiring DOE's portion of the pit.

The appraisal would be handled under one action containing two reports:

1) tailings area for DOE, 2) the pit area for AML.

Appraisals costs will be divided proportionally and cost shared accordingly.

The State will do all wildlife surveys.

The TAC will be responsible for the Class III archeological survey.

The DOE is currently investigating the feasibility of combining the EAs that are required for the AML and UMTRA Projects.

Formal approval for the combined document is pending.

I ACCESS TO SITE The DOE has finalized an agreement with Mr. Kirk Hornbuckle for characterization access to the Spook site from the south.

The State has oral permission from Mr. Hornbuckle for the same access.

Presently neither the DOE nor the State have a remedial action agreement with the Hardy ranch for access from the north.

Their superior shorter road is preferred for the heavier use remedial action traffic.

The Hardys desire to deal with the DOE and the State of Wyoming separately, and they expect payment from each agency.

The amount would be a function of the anticipated traffic from each program.

Access using the Hardy's road must be resolved by August 1987.

MEETING MOVED TO SITE All attendees drove to the Spook site.

The DOE will provide a plan view, preliminary elevations, and as much preliminary conceptual design information in the upcoming final CADSAR as is possible.

The State feels that public meetings are not necessary, for the remoteness of the site would result in a lack of public interest and efforts to organize a Task Force would not be fruitful.

The DOE will decide whether or not to hold public meetings.

MEETING WITH SEQUOYAH FUELS The State representatives with M. Scoutaris, and E. Banks met with Mr.

Ernie Orrell of Sequoyah Fuel Corporation to discuss his project concerns.

Sequoyah Fuel owns the mineral rights along the easter 7 portion of the Spook site.

Mr. Orrell asked that we not disturt Jae corner claim stakes and borehole markers.

Mr. Orrell gave E. Banks a copy of a map showing these markers and requested an on-site meeting when the snow melted, to point out these markers.

E. Banks told Mr.

Orrell that the markers would probably be destroyed during remedial action,'but that the DOE or the State would resurvey the markers following construction.
