N uclear MAR 161987 NLR-N87045 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 FACILITY OPERATING LICENSE NPF-57 STARTUP REPORT TECHNICAL SPECIFICATIONS 6.9.1.2 AND 6.9.1.3 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby transmits the Startup Report for llope Creek Generating Station (HCGS) as required by Facility Operating License NPF-57, Technical Specifications 6.9.1.2 and 6.9.1.3.
This report addresses each of the Startup Tests identified in Sections 14.2.12.2 and 14.2.12.3 of the HCGS Final Safety Analysis Report (FSAR).
The Startup Report, contained in Attachment I, includes a description of the measured values of the operating conditions or characteristics obtained during the test program and a comparison of those values with design predictions and specifications.
In accordance with Technical Specification 6.9.1.3, this report is boing provided within 90 days following completion of the Power Ascension Test Program (December 16, 1986).
In accordance with PSE&G commitments in FSAR Sections 7.5.1.3.7.6 and 1.8.1.133, and the guidanco provided in Roqulatory Guido 1.133, Position C.I.b, C.I.0, C.2 and C.3.a(2)(a), the alert level for the Looso Parts Monitoring System (LPMS) during power operation is 0.5 ft-lbs.
