SUBJECT:

FORT ST. VRAIN NUCLEAR GENERATING STATION, AMENDMENT N0. 51 TO FACILITY OPERATING LICENSE DPR-34 The Commission has issued the enclosed Amendment No. 51 to Facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station.

This amendment consists of changes to the Technical Specifications (TS) in response to your application dated September 4,1986.

This amendment revises portions of Section 5.2 through 5.4 of the TS.

These sections pertain to Phase II of Public Service Company of Colorado's Inservice Inspection and Testing (ISIT) Program. The staff has reviewed and approved these ISIT TS as described in your September 4, 1986 submittal, with the exception of SR 5.3.9 - Safety Valve Surveillance, which will be deferred to a later date.

A copy of the Safety Evaluation is enclosed. The Notice of Issuance will be included in the Commission's next Bi-weekly Federal Register notice.
