DRAFT FINAL RULE CHANGE TO 10 CFR 50.72 In response to Richard C. DeYoung's request of December 3,1982, same subject, the following comments are forwarded for consideration:
1.
Draft Final 10 CFR 50.73 a.
Item (5) - The modified version does little toward improvement of readability, b.
Item (6) - Believe the words of (6)(1) still has an understanding problem. The intended requirement is not clear.
c.
Item (1) - Believe words as follows would be better, "Any event for which plant Technical Specifications require shutdown or an operation prohibited by the Technical Specifications."
2.
Draft 10 CFR 50.72 a.
In general, the draft changes have provided clarification.
b.
Final Rule 50.72(b), page 6, subparagraph (iii)
" Indication of increase at PWR's greater than 0.1% equivalent fuel failures since last determination" appears to be very liberal. Recommend that this value be reevaluated prior to release of document.
Minor editing and typographical errors have not been included in our comments.

Dear Mr. Grimsley:
Pursuant to the Freedom of Information Act (5 U.S.C. 5552) and.the NRC's regulations (10 C.F.R. 59.3, et jse.), I request any documents interpreting, or otherwise establishing agency or staff policy with respect to, the notification requirements of 10 C.F.R SS 50.72 and 50.73.
I am specifically interested in any NRC guidance on the issue of timing of reports to be filed by licensees under those requirements.
This request encompasses both Headquarters and Region documents.
I would greatly appreciate your prompt response as provided by 10 C.F.R. 59.8.
