requested that the guidelines and objectives for the Radiological Emergency Response Plan annual exercises be submitted 75 days in advance of the exercise date to ensure proper review and coordination with all participant organizations.
Transmitted herewith is the Wolf Creek Generating Station (WCGS) Emergency Preparedness Field Exercise Objectives and Guidelines for the 1986 exercise.
It should be noted that Kansas Gas and Electric Company (KG&E) has requested in Reference 2 a temporary exemption to 10 CPR 50 Appendix E Section IV.F.2 to defer the 1986 annual exercise to a time period between January 1, 1987 and February 28, 1987.

The exercise will be conducted on' January 28, 1987.
B.
Participants will not possess prior knowledge of the exercise scenario. However, players will be briefed on the guidelines that define " play" limitations.
C.
There will be no pre-staging of exercise participants except for Control Roan (CR) personnel who will be pre-staged in the WCGS Plant -
Simulator no later than 0500 on the exercise date.
D.
Personnel will be notified of energency conditions through methods normally eiployed in making notifications, i.e. gaitronic announcenents, manual call-outs, etc.
E.

The CR will be simulated from the plant simulator (simulator). A full shift compliment of operators will staff the simulator.
G.
Exercise play will be driven via the simulator computer. The CR Lead Controller will drive operational scenario play in the event of simulator computer failure via the parameters listed in the plant data section of the scenario.
H.
All comunications involving the CR will be duplicated in the simulator. We emergency notification syste (ENS) and the health physics network (HPN) will be used once to demonstrate the operability of each syst e.
I.
Radiological data terminals (RM-ll), and fire protection panels (RC008) which are not duplicated in the plant simulator, will be simulated.
J.
Both operational and meteorological initial conditions for the exercise will be established prior to comencement of exercise play and will be distributed to the following personnel as applicable:

Exercise play will comence with a postulated plant condition necessitating the declaration of an emergency at WCGS.

Activation of the plant siren will be accomplished through the actual control room upon requests from operators in the simulator.

Plant gaitronics will be functional from the simulator to the site.
We phrase, "This is a drill", must begin and end mergency messages from the simulator in response to scenario events.

, Participation by KG&E onsite personnel directly involved in responding to an emergency shall be carried out to the fullest extent possible.
Dispatch of emergency response personnel in'the power bicek will be limited to the following:.

Onsite Survey Teams b.
Snergency Repair and Damage Control Teams c.
Search and Rescue Teams d.
First Aid Teans e.
Security Teams O.
The postulated accident conditions may warrant the assembly and evacuation of non-essential site personnel. If regired by the exercise scenario, the site evacuation alarm will be sounded, and accountability and evacuation of a small sanple of preselected non-essential site personnel will be performed. Following completion of accountability and evacuation activities, all'non-essential site personnel will be allowed to return to the site.
P.
Exercise players should perform, as appropriate, radiological monitoring and dose assessment activities.
O.
Alternate means of assessing the plant shall merely be simulated and not actually inplanented.
R.
Joint Radiological Monitoring Teams and Onsite Survey Teams will be dispatched for the purpose of testing response time, connunications, and monitoring / sampling procedures. Field samples should be gathered and prepared for transport for analysis.
S.
Each radiological monitoring field team will be accompanied by a controller / evaluator team throughout the exercise. Each field team will rendezvous with its controller / evaluator team at the location at which it obtains energency kits. The rendezvous locations are as follows:

Shift changes shall consist of an actual change in personnel and will be required in the following emergency response facilities:

V.
Exercise play may require the decontamination of offsite equipment or -
vehicles. Wis shall be simulated with a " talk-thru" as to the location and procedures for decontamination.

Members of the press may be invited to participate in the exercise..
However,.they will be identified and their extent of " play" will be limited to questions regarding the exercise events. Questions regarding items such as the success of the exercise will not be addressed.
X.
Procedures for the activation of the Alert and Notification Systen
-should be demonstrated up to, and including siren activation.
Y.
Snergency Broadcast System (EBS) announcements should be prepared and passed to the appropriate station, but not released to the general public.
Z.
W e postulated accident conditions may necessitate the evacuation of the affected offsite population.
If required by the exercise scenario,

the evacuation will be simulated. However, a sanple population may be available for in-processing and monitoring at a Relocation / Reception Center.
AA.
If the exercise scenario requires that any personnel working for an organization not participating in the exercise be contacted, they shall be contacted for the purpose of checking connunications only.
AB.
A players' critique will be conducted at each emergency response facility innediately following the termination of the exercise.
