Dear Mr. Miraglia:

By letters dated July 21 and August 26, 1986, the District requested an exemption to the specific requirements of 10 CfR 50.55a relative to a portion of the ten year ISI examinations which required removal of the reactor vessel head. This request was based upon the Rancho Seco Nuclear Generating Station having reached the end of its ten year interval for ISI examinations and the plant having been shutdown for less than one year at the time of these submittals. Recognizing that the Rancho Seco Nuclear Generating Station has now been shutdown for more than one year (i.e., December 26, 1985 to the prescat), the applicable ASME Code Section IWA 2400(a) permits extension of the ten year ISI Interval for an equivalent period. Because of the extension, the Sacramento Municipal Utility 01 strict hereby withdraws the subject exemption request.

It should be noted, however, that the ten year ISI examinations which have been performed during the current plant shutdown are considered to fulfill the ASME Section XI ten year examination requirements, and will not be performed again at the Cycle 8 refueling outage.

The District also understands that the code allowance of extending the ten year 151 Interval is limited to the Inservice Inspection program and does not extend to the Inservice Testing (IST) program for pumps and valves.

Therefore, the applicable Rancho Seco 15! code editions and addenda will be different than the IST Code editions and addenda. The IST program code edition and addenda will be those incorporated by reference in 10 CFR 50.55a twelve months prior to June 17, 1986. The ISI Code editions and addenda will be those incorporated by reference in 10 CFR 50.55a twelve months prior to the end of the extended ISI interval, which is approximately six months after plant restart.

Frank J. Miraglia The IST program description for the next ten year IST interval is still scheduled for submittal to the NRC by the end of June 1987, as stated in our letter of July 21, 1986. The ISI program description for the next ISI interval is scheduled for submittal six months after plant restart. This delay in submittal of the ISI program is necessary since the applicable code edition and addenda for the program will not be known until actual plant restart.

In addition, the abandoned Internal Auxiliary feedwater Header examination, required by Technical Specification 4.17.6.a and referenced in the July 21, 1986, letter, will be performed during the Cycle 8 refueling outage, as part of the ten year ISI inspections.
