STAFF REQUIREMENTS - BRIEFING ON STATUS OF AND POSSIBLE VOTE ON RESTRICTED POWER LEVELS FOR FORT ST._VPATM: 10:00 A.M.,

THURSDAY, FEBRUARY 26, 1987, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the licensee and the staff on the readiness of Fort St. Vrain to restart at restricted power levels.

The following licensee representatives addressed the Commission:

Richard Walker, CEO Robert Williams, Jr.

Vice President for Nuclear Operations C.

Fuller, Station Manager P. Tomlinson, Manager Quality Assurance Division D. Warembourg, Manager Nuclear Engineering Division L. Brey, Manager Licensing and Fuels Division M. Neihoff, Manager Nuclear Design By a vote of 5-0, the Commission decided not to vote that day on restart of Fort St. Vrain.

i e The Commission requested OGC to investigate and report to the Commission if the U.S. Attorney's indictment of individuals previously employed by the licensee uncovers information relevant to the restart decision of Fort St. Vrain.

(Subsequently, by memorandum dated February 27, 1987 (Parler to Commission), OGC informed the Commission of its investigation.)

The Commission requested the staff to reaffirm its recommen-dation for restricted restart of Fort St. Vrain, and to review and provide its evaluation of the licensee's modification of the plant management team, given the resignation of Mr. Gahm.

Commissioner Asselstine requested a staff evaluation of the licensee's balance of personnel between new employees and employees with knowledge and experience of the plant.

The Commission also requested to be informed, prior to the staff authorizing plant operation beyond 35 percent of rated power, of the licensee's readiness for continued power ascension.
