This letter.provides a supplemental response to the inspection documented in reference (a) conducted by Messrs. D. Arnold, A. Fingh, T.
4 Fresio, J. Holmes, D. Kubicki and H. Thomas from August 18, 1986 through October 22, 1986 and responded to in reference (b).
Specifically this response answers the concern addressed in Open Item 86-45/86-33-01 and is provided in the enclosure.

Commonwealth Edison Company Response to,NRC Inspection Report 50-456/86-45 and 50-457/86-33 NRC Open Item 86-45/86-33-01 states as follows:
"The walkdown of the procedure entitled " Control Room Inaccessibility, Revion 1," No. 1BWOA PRI-5 dated July 18, 1985 identified that the access to valves and other components was extremely difficult due to numerous obstructions. As discussed with
'the licensee, obstructions such as HVAC duct work, pipe supports and consideration of the planned emergency lighting (also refer to Section 17 of this report) for access to and egress from safe shutdown related components should.be reviewed by human factors personnel."
In answer to this open item, Braidwood operating personnel recently.
conducted a physical walkdown of the procedure #1BWOA PRI-5, Revision 54.
In a January 14, 1987 letter to PED, the Station Operating Department confirmed that the walkdown verified that all components required-to maintain hot standby are accassible.
We believe that accessibility problems encountered by the FRC inspectors in August 1986 were probably a result of temporary construction and scaffolding that was prevalent in many areas of the plant at that time. As construction and testing work was completed throughout the plant in the latter parts of 1986 these construction related obstructions were removed.
