10 CFR 50.59(b) requires that the licensee shall maintain records of changes

.in procedures to the extent that such changes constitute changes in procedures as described in the safety analysis report. Additionally, the licensee shall furnish to the appropriate NRC Regional Office annually or at'Ehorter intervals a report containing a brief description of such changes including a summary of the safety evaluation of each.

Contrary to the above, the licensee failed to submit a brief description of the changes made to procedures as described in tha safety analysis report during 1984 and 1985. Although the licensee's annual,ceport for these two years stated that various procedures as described in the safety analysis report were revised, the report did not specify these changes or include a summary of the safety evaluation for each.

Admission or Denial of the Allemed Violations TVA accepts the violation as stated.

Reasons For the Violations if Admitted 10 CFR 50.59 requirec annual reporting of changes to plant facilities and procedures as described in the Final Safety Analysis Report (FSAR). BFN l

provided the required information for changes to the facility in the annual operating report. With respect to reporting of pertinent procedure changes, TVA informed NRC in the report that the required USQD and other

-documentation for procedure changes were available for review'but misunderstood the requirement to specifically summarize each change in the report.

Corrective Steps Which Have Been Taken and Results Achieved TVA has revised our interpretation of 10 CFR 50.59 with respect to reporting of procedure changes for BFN.

Corrective Steps Which Will Be Taken To Avoid Further Violations i

Procedure changes for calendar year 1985 have been reviewed and a supplemental report is being prepared to nctify NRC of pertinent changes.

In preparing the 1986 annual operating report, procedure changes were reviewed and reporting of applicable procedures will be made.
