u Attechncnt to W3P87-0511 Sheet 1 of I LP&L Response to Violation No. 8626-01 VIOLATION NO. 8626-01 Failure to Test and Maintain Security-Diesel Generator 10CFR73.55(g)(1) states that "All. . . security related devices or equipment shall be maintained in operable condition."

Waterford 3 Surveillance Procedure OP-904-001, Revision 2, " Security Diesel Generator Operability Check," states, "This procedure provides instructions for verifying the security diesel generator's operability in accordance with vendor recommendations. This surveillance will be performed weekly."

Contrary to the above, the NRC inspector determined that during the period May through November 1986, the licensee did not perform the operability check weekly as recommended by the vendor and required by Surveillance Procedure OP-904-001.

This is a-Severity Level IV violation.

RESPONSE

1. Reason for the Violation This procedure had been transferred from Electrical Maintenance responsibility to the Operations group. During this process an error was made during procedure preparation such that the procedure and tracking systems periodicities did not agree (procedure - weekly; task card - monthly). The procedure OP-904-001 Revision 2 should have stated, "This procedure provides instruction for verifying the security diesel generator's operability in accordance with vendor recommendations. This procedure will be performed monthly".
2. Corrective Action That Has Been Taken Operations has reviewed the appropriate vendor manual (s) and have determined that there are no specific periodicity recommendations by the vendor for the periodic testing. The procedure is being issued as Procedure OP-903-109 to require monthly operability checks.
3. Corrective Action To Be Taken No further action has been identified.
4. Date When Full Compliance Will Be Achieved Full compliance will be achieved when the new procedure is approved.
