Dear Mr. Martin:
My letter to you dated December 18, 1986 informed you of Nebraska Public Power District's Fitness for Duty Program and its applicability to all individuals who are authorized to have unescorted access to Cooper Nuclear Station.
The Nuclear Power Group Directive on Fitness for Duty was enclosed with my December 18, 1986 letter to you.
Recognizing time requirements for fully implementing the program, the District's intent as set forth in the Directive is to have the program apply to all individuals with unescorted access to Cooper Nuclear Station not later than six months af ter the date of issuance of that Directive.
'Ihe purpose of this letter is to clarify the effective date for the program as it is applicable to NRC personnel and their representatives. The Directive specifically addressed the implementation time frame for employees and representatives of Contractors, Consultants and Vendors work-ing under prior contract who had unescorted access to Cooper,but did not specifically address implementation for NRC employees and their repre-sentatives. Accordingly, this is to advise you that the Fitness for Duty Program including the drug and alcohol testing provisions will be applic-able to NRC personnel commencing June 18, 1987 (six months after the issue date of the Nuclear Power Group Directive on Fitness for Duty). On that date all individuals with unescorted access to Cooper Nuclear Station will be covered by the Directive.
