AFFIDAVIT OF CHARLES A. DAVERIO IN SUPPORT OF LILCO'S MOTION FOR ISSUANCE OF SUBPOENAS Charles A. Daverio, being duly sworn, deposes and says as follows:

I am employed by Long Island Lighting Company ("LILCO") as Assistant De-a partment Manager, Nuclear Operations Support Department. I have personal knowl-edge of the facts recited in this affidavit because I have supervised or been otherwise involved in LILCO's emergency preparedness effort for Shoreham Nuclear Power Sta-l tion since January 1980.

Part of the work I supervise is LILCO's participation in the Emergency Pre-paredness Subcommittee of the New York Power Pool, an organization composed of representatives from several New York utilities. Much of the Subcommittee's work is coordinated with members of the New York Radiological Emergency Preparedness Group (REPG), particularly the development and scheduling of emergency planning ex-ercises for nuclear power plants.

As a result of that work I can identify the individuals named in paragraphs l
4 through 6 below as individuals who have knowledge of FEMA graded emergency 8701270333 B70120 DR ADOCK 0500 2~
+ o planning exercises for nuclear power plants in which New York State personnel have participated.

General James Papile is the Director of the Radiological Emergency Pre-paredness Group. In that position General Papile's responsibilities include the oversight of New York State's participation in emergency planning exercises for nuclear power plants. In the past General Papile's responsibilities have included training New York State personnel who participate in such exercises.

Mr. Lawrence Czeck is a senior member of the Radiological Emergency Preparedness Group who has worked with the group since its inception. In that position Mr. Czeck's responsibilities include training exercise participants from state and local governments, developing of exercise objectives and providing coordination of New York State personnel who participate in emergency planning exercises for nuclear power plants.

Mr. James Baranski is a senior member of the Radiological Emergency Pre-paredness Group. Because of his technical background, Mr. Baranski's responsibilities include the development of exercise scenarios. Mr. Baranski also participates in exer-cises as the New York State representative and provides coordination of New York State personnel who participate in emergency planning exercises for nuclear power l
plants.

While all three of these gent!e nen generally participate in emergency I
planning exercises, they have varying responsibilities at those exercises. Therefore each REPG member can provide different exercise-specific information.
- 8. Because of their varying backgrounds and expertise, each of these gentlemen can provide different information and perspective on emergency planning exercises
o e conducted in New York State. All are necessary to provide full and complete answers to LILCO's interrogatories.
The foregoing facts are known by me to be true, of my own knowledge. I am competent to testify to such f acts, and would so testify if I appeared as a witness in a public hearing on this matter.
