Dear Chaiman Wolfe:

It has come to nty attention that the Board will soon decide whether to grant to the Public Service Company of New Hampshire a low-power testing license for the Seabrook Nuclear Plant.

Current safety issues, particularly uncertainty over the adequacy of the emergency plan, remain unresolved.

I want to express my hope that the Commission will act in cooperation with local communities to resolve these safety issues before granting any testing permit. Low-power testing would contaminate the core with radioactivity, making any future conversion of the plant far more difficult and expensive in the event that pemission for full operation is not granted.

As you well know, the considerable uncertainties surrounding the saf ety of the Seabrook plant have caused enomous concern. To bring the plant on line without a full examination of the safety issues would be grossly unfair to those living near the plant.

Current regulations -- and particularly those requiring approval of a 10-mile emergency planning zone -- exist to protect citizens. These regulations must not be shortchanged.

I urge the Panel to rule against issuing.a low-power testing license.
