In its appellate brief, Intervenor Georgians Against Nuclear

Energy (GANE) made allegations not previously raised in this proceding concerning Limitorque motor operators.

See GANE's "Ap-peal, Brief and Proposed Findings Concerning Licensing Board De-4 cisions" (Oct. 1986) at 17-18.

Georgia Power Company responded that GANE's allegations neither conformed to the NRC's Rules of i

l Practice nor raised a timely or significant iss.ue.

Georgia Power Company further submitted.an affidavit of Robert M. Bellamy, the Plant i

Support Manager, indicating that it had detected and reported to j

the NRC the occurrence of burn damage in the internal wiring of several motor operators in November 1985, had determined and cor-rected the root cause of the problem, had inspected safety-related motor operators, and had replaced any burned wiring that was found.

l Bellamy discovered some further information bearing on this mat-ter, which he promptly brought to Georgia Poder Company's atten-tion.

Georgia Power Company reports this information below.

Georgia Power Company learned that several VEGP work orders, which should have included instruction to QC inspectors to in-spect the internal wiring of a number of safety-related Lim-itorque motor operators for burn damage, inadvertantly omitted this. instruction.

As a result, while the wiring of safety-related Limitorque motor operators at VEGP had been sub-jected to a number of documented inspections and evaluations which should have detected burn damage, the documentation did not demonstrate that burn damage had been a particular item of scru-tiny in all cases.

Georgia Power Company therefore identified those safety-related motor operators which lacked documentation of a specific inspection for internal wiring burn damage, and reinspected all but five,of them.

Four of the motor operators that were not reinspected are inaccessible because they are contained in encapsulation vessels l

(a containment pressure boundary that cannot readily be i

breached).

The internal wiring of these four motor operators has been previously inspected (albeit without specific instructions to check for burn damage), and one of the four motor operators e

has been specifically examined by engineering personnel for in-ternal wiring burn damage during an engineering evaluation.

The i

i previous inspections and the engineering evaluation would likely I-have detected significant burn damage.

Based on these facts and j

on the very infrequent occurrerce of burn damage.in other motor operators, Georgia Power Company has determined that reinspection of these four valves is presently unnecessary.

The fifth motor operator that was not reinspected did not use an internal heater j

(which was the cause of burn damage in other motor operators).

l Georgia Power Company brings this matter to the Appeal Board's attention in order to keep the Appeal Board fully in-formed of new developments.

This information does not alter i

Georgia Power Company's opinion that GANE has failed to raise any l

timely or significant issue.
