ORDER Oral argument on the pending petition of the Federal Emergency Management Agency (FEMA) seeking leave to appeal from portions of the Licensing Board's December 11,-1986 order in the emergency planning exercise phase of this operating license proceeding will.be heard at 9:30 a.m. on Thursday, February 5, 1987, in the NRC Public Hearing Room, Fifth Floor, 4350 East-West Highway, Bethesda, Maryland.1 The order of presentation and time allotments are as follows:
FEMA - 30 minutes Applicant Long Island Lighting Company -
30 minutes Intervenors Suffolk County, et al. -
30 minutes I This date was previously agreed upon by counsel for the parties.

Nuclear Regulatory Commission staff -
30 minutes FEMA and the' applicant may, if they so desire, reserve a reasonable portion of their time for rebuttal.2 The parties are to provide the Secretary to this Board, by letter mailed no later than January 30, 1987, with the name of the counsel who will present argument on its or their behalf.
