J. Youngblood's letter to S. A. White dated May 29, 1986. k ENCLOSURE 1 B. J. Youngblood's May 29, 1986 letter to S. A. White transmitted the results of an NRC safety evaluation which approved 20 deviation requests for Sequoyah Nuclear Plant's 10 CFR Part 50 Appendix R program. Additionally, the safety evaluation identified eight modifications (specified as items A through H in safety evaluation) which were to be completed as part of the justification for the requested deviations. Only items C, D, and E of the safety evaluation remain incomplete.

Items C (detection and suppression above the radiochemical laboratory ceiling) and D (stairwell sprinkler system water curtain) will be completed before unit 2 restart.

During Plant Operations Review Committee (PORC) review of the workplan for installation of the open head water spray system in the 480-volt shutdown board rooms (item E), the effects of possible inadvertent system actuation on electrical equipment located in the room was questioned.

This question has recently been resolved with the decision to add additional drainage capability to prevent excessive water buildup.

The design work for this enhancement is underway, but not completed. The resolution and subsequent need for redesign has delayed field completion of this item.

The original design specified for item E is now scheduled for field completion before unit 2 restart (except for the drainage enhancement). Completion of this modification is not considered a restart item due to the compensatory actions specified below:

1.

The system will be installed to such a point as to allow manual initiation of the cable spray system, if needed, due to a fire.

2.

The fire watches will continue in the affected areas until the modification is completely operational, including the drainage enhancement.

In the event additional safety significant restart work emerges and this modification schedule slips such that item 1 above cannot be completed before unit 2 restart, you will be notified, and additional compensatory measures will be initiated before unit 2 restart. All work related to item E above will be field complete before June 30, 1987.
