SUBJECT:
TELEPHONE CONFERENCE-(TELECON) WITH CONSUMERS POWER COMPANY (CPC) CONCERNING NUCLEAR PARAMETERS FOR HYBRID CONTROL RODS AT BIG ROCK POINT (BRP)
The purpose of this memo is to document the January 9, 1987 telecon between the NRC staff and CPC personnel. Participants in this telecon are included in the attachment.
On December 5,1986, BRP submitted a Technical Specification Change Recuest to install hybrid control rods at BRP during the early 1987 refueling outage.
After reviewing this submittal, the staff requested a telecon with the licensee to discuss some of the staff's technical concerns. The reviewer noted that although the reactivity worth of the new hybrid control rods was calculated to be slightiv less than the reactivity worth of the currently installed B C conhol 4
rods, the licensee's submittal did not explain the significance, if any, of this difference on various nuclear parameters (specifically the Minimum Critical Power Ratio (MCPR)).at BRP. The licensee stated that the small difference in reactivity worths between the two types of control rods would have a negligible effect on the plant nuclear parameters, including the MCPR. Table 1 of the licensee's submittal lists the MCPR at Normal Operating Conditions as being 1.61 for both the old and new (with the hybrid control rods) fuel reloads.
The staff requested background information on NUCOM, Incorporated, the supplier of the hybrid control rods..The licensee stated that NUCOM, Incorporated was 4
previously known as Dresser Industries. Although NUCOM has provided cruciform l.
shaped control rods and/or fuel to Browns Ferry, Yankee, and Palisades in the past, BRP is the first plant to receive the new-hybrid control rods.
The information contained in this memorandum should resolve the staff concerns with the licensee's December 5,1986 subn.ittal and allow the reviewer to
