OIA RECOMMENDATION ON HANDLING ALLEGATIONS P

The purpose of this memorandum is to clarify our recent reconnendation th~at a.

policy be established to routinely delete names and other identifying informa-tion concerning persons who provide infonnation to the NRC.

In your March 5, 1985, memorandum, you indicated that this matter was recently addressed by an agency-wide task force which developed Commission policy and recomendations (SECY 85-34) on handling confidential issues.

We wish to clarify that 0IA's recommendation pertains to those cases where confidentiality is not granted. The matter addressed by the agency-wide task force deals with those situations where confidentiality is granted. However, the-Office of the General Counsel (OGC) has recommended that the Commission consider these two issues together. A copy of OGC's memorandum dated February 25, 1985, with which we agree, is attached for your information.

We sincerely appreciate your responsiveness with respect to our recomenda-tions.

GAP is a non-profit, non-partisan public interest organization concerned with honest and open government.

Through public outreach, the Project promotes whistleblowers as agents of government accountability.

Through its Environmental Whistleblower Clinic, GAP offers assis-tance to local public interest and citizens groups seeking to ensure the health and safety of their ccumunities.

The Environ-mental Whistleblower Clinic is currently essisting several citizens groups, local governments and intervenors in Texas concerning the construction of the Comanche Peak nuclear power plant.

We are requesting the above information as part of an

ongoing monitoring project on the adequacy of Region IV and the NRC's efforts to protect public safety and health at nuclear power plants.

For any documents or portions that you deny due to a specific FOIA exemption, please provide an index itemizing and describing the documents or portions of documents withheld.

The index should provide a detailed justification of your grounds for i

claiming each exemption, explaining why'each exemption is relevant to the document or portion of the document withheld.
