DECEMBER 9, 1986 MEETING WITH THE TENNESSEE VALLEY AUTHORITY (TVA)-T0 DISCUSS THE BROWNS FERRY-(BFN) DESIGN BASELINE VERIFICATION / CONFIGURATION CONTROL MANAGEMENT PROGRAM i (DBVP/CCMP)

On December 9, 1986, representatives of TVA met with representatives of the NRC staff in Bethesda. The purpose of the meeting was for TVA to present to the staff the DBVP/CCMP as presently developed. The attendees are listed in Enclosure 1. The agenda for the meeting is given in Enclosure 2.

The meeting consisted of a presentation of information by TVA regarding the DBVP/CCMP as outlined in the agenda. The DBVP is outlined briefly as follows:

-INITIATE ONG0ING PROGRAM TO MAINTAIN BASELINE The Configuration Control Management Program was outlined briefly as a program to assure the following:

  • The physical (as-built) status of a facility is accurately reflected in the design, operation, maintenance, and training documents.
  • Management processes are in place to:

- Control changes to the facility

- Ensure adequate evaluations for changes have been performed

- Ensure consistency is maintained among all documents required for the design, operation, and maintenance of a facility Auditing and statusing systems are in place to provide management with information to assure configuration is maintained.

During the presentation questions were asked by the NRC staff and the questions were discussed fully. The following questions were discussed: 1)Theextent of the program, (i.e., does it cover all components or only modifications since the plant was licensed); 2) Does the program include the reverification of all TVA comitments (licensee to NRC and/or internal); 3) What systems or sub-systems will be verified prior to restart; and 4) The schedule for those to be verified after restart. These and other issues will be the subject of formal submittals and meetings in the future.

TVA will make a formal submittal of the DBVP most likely in January,1987. A more in-depth' technical meeting will be held, preferably at the site after this formal submittal.
